IRS Definition:

The income and/or payment information the IRS has on file doesn’t match the information you reported on your tax return. In these cases, the IRS may send you a notice CP2000.

The IRS tax return matching program identifies significant mismatches between your tax return and income information the IRS has on file about you (like Forms W-2 and 1099). If there’s a mismatch, the IRS will send you a CP2000, Notice of Proposed Adjustment for Underpayment/Overpayment. This is also called an IRS underreporter inquiry.

In 2012, the IRS issued more than 4.5 million CP2000 notices, with an average of $1,572 in additional taxes owed. Underreporter inquiries are not technically audits, but they can feel that way to many taxpayers.
